A trusted, experienced leader.
Veteran neighbourhood advocate, former small-business owner, and candidate for Mayor of Windsor.
Contribute nowCarlos Rivera has spent years helping residents navigate roads, parks, safety, permits, and basic service follow-up. Now he is running to make Windsor City Hall more useful from the first call to the final fix.
Carlos believes city government should focus on serving the needs of residents, not chasing headlines. His campaign is organised around the practical work people notice every day: safe streets, clean parks, reliable response times, and better communication from City Hall.
He is running to make Windsor a city that delivers: clear priorities, practical budgets, and a mayor who reports back.

Windsor Delivers
“Long before I decided to run for Mayor, I thought a lot about where Windsor is today and where we should go in the future. We have a strong foundation. Now we need a city government that delivers.”
Now, I am rolling out my Windsor Delivers platform!
This is a practical blueprint for the areas residents ask about most: community safety, local growth, housing pressure, water, roads, parks, and everyday quality of life.
Local government delivers by being non-partisan. Windsor needs a mayor who focuses on practical results and works with people across the city. Carlos is running to keep local government close to residents and clear about what gets done.
